. it's called cal recycle, a division of the state. and i believe it just goes into their general fund. they are funded by the redemption -- the nickels and dimes that are not redeemed. it's called "the fund." it's the money that is used to pay consumers back and there is only about 80% of bottles and cans that are returned. so there is an extra amount that helps to run the organization. i believe that funding goes back into that pot. >> okay. other jurisdictions are using mobile vending as an option to comply with the law. do you know of any that are successful? >> there is really one real example, actually is san diego. where there was state legislation passed to allow three supermarkets to share one -- essentially one recycling center that moved for two days, two days, two days to each supermarket on a very set scheduled. so that the customers could get used to. it the state is very particular about running enough hours at certain times of the day, to be certified by the state. so a mobile option has been -- is functioning now in other parts of state. we have talked with t

the qualifications are. we have master resource catalogs designed just like fire scope and cal fire in which we have built strike teams from our utilities, strike teams from water companies. they simply make a call and tell us we need 10, 12, 15, it's our obligation to put that together and get it to them. they are worried about the incident in their jurisdiction which they have to correct. it's our responsibility to reach bond those borders as their extension to bring in the reserves that they need to maintain that kaupblt newt of operation and then where we function through the state utility operations center and the state operations center to make sure that we have that kind of access and that kind of assistance. we need caltrans, we're going to need chp, we're going to need cal fire, we need dwr, they are invested in restoring their critical infrastructure and it's our responsibility to reach across those lines to get that kind of access to keep that kind of restoration underway. >> thank you. mr. brig. >> in terms of establishing standards for resill yepbs, absolutely, we have done that. ag

widespread damage to our facilities or to the grid. the way the cal aye sew has approached this, they deal with these in clusters. * iso north star is in one cluster, cluster number 1 for lack of a better title of about potentially 20 to 30 projects that all are in the same or general geographic area that might affect our facilities as they go through the process, we're looking at a set of projects that would protect us from all those projects. as i said, some of those projects may fall by the wayside. so, in the final analysis, there may be, say, 15 projects that end upcoming in. the level of protection, the kinds of things we should be doing would be similar to what we're doing if we were doing all 20 or 30 projects. again, it's online. for this. we did the fema online course, eoc course at nasne, hadr course, trained with cal fire, take the time to take that training. it's tough to fit it in but it's important to fit it in and it will make us more effective. we did an exercise back in may in preparation for this and developed a pretty detailed concept of operations. we built load plan, timelines, spare parts lists, we really got into the weeds, thinking about the second and third tier effects, so i want my relief to understand that and i want him to know where that plan is so he can pull it right off the shelf if this ever happens and be ready to respond quickly instead of trying to figure this all out when we need to be getting underway. >> i'll boil mine down into just one, and that is i will pass to my relief to continue to support events like this and look for opportunities to continue to learn how we best in the military can integrate with our civilian and federal contemporaries to be prepared for an eventuality that we hope will never come, but we certainly should be prepared for. so the one thing i'm passing

as a at the washington times. but our next call comes from cal in tennessee on our republican line. caller: the tax increases are not enough. when you look at 1 $3 trillion over 10 years -- this president over the last -- when you look at $1.30 trillion olver 10 years -- over 10 years, we have spent $4.60 trillion or $4.70 trillion every year. what we need is more cuts in programs so we actually have more. we need $4.60 trillion in cuts to programs. if we are going to be back on the fiscal plan we honestly need. this president was elected by people who were already democrats in 2008 and 2012. he did not have a hard time getting reelected. we made a mistake about electing this guy for sure. guest: the caller has a lot of good numbers. these are rough, but about $2.30 trillion in revenue. last, we only had $1 trillion in deficits. his point is correct. the problem is you have the government taking in 60% of gross domestic product in tax revenue and spending between 23% or 24% in gdp in spending. we are borrowing 40 cents on every dollar that we stand. that has to close. i mentioned the gdp figures be
